Government Policies




In July 1992 the government of El Salvador formed the National Counsel of Science and Technology (Consejo Nacional de Ciencia y Technologia, CONACYT).  The agency’s mission is to promote the creation of the national information technology infrastructure required to implement and take advantage of technologies that correspond to specific national conditions in El Salvador.  The last part of the policy I believe is meant to take advantage of comparative advantages that the country has over other Central American countries and to some extent advantages it may have over other Latin American countries.  The policy of CONACYT goes on to state these technologies are to provide favorable socioeconomic impacts on the country while being ethical, sustainable and competitive.

CONACYT’s website (www.conacyt.gob.sv) also states that El Salvador until now has been an importer of science and technology, merely adapting to new technologies and a spectator of the technological revolution.  Areas of importance to nurture technology include assisting in a financing system to provide credit lines to finance science and technology activities.  Currently there is no public finance system in place to provide a basic line of credit and the private finance sector’s support is extremely limited.  Another crucial issue is education, both at the elementary level and through the university level.
