IT Labor Market Summary The workers in the IT industry accounted for 3.3% of the total workers in 2000 [1]. The number of IT workers grew annually 6.1% from 1998 to 2000 while the total workers in the economy annually increased 3.8% during the same period [1].
Number of Workers in IT Industry
Korean, 98% of the population who are 15 years of age or older can read and write Korean (Source: CIA). English is widely taught in junior high and high school. However, since the students are taught to just read mostly, people are not really fluent in English.
Although there is no statistics out there, there has been the steady out flow of talented people. Frequently, the students go overseas, usually to the US, to pursue higher education and experience. However, upon the completion of their schools/works, they are recruited by the non-Korean multinational firms before they return to Korea. The Korean government has been taking initiative to bring back these talented workers. For example, the foreign scientists and engineers employed for R&D are exempted from income taxes. However, these efforts have dismal results so far.
The Korean government (Ministry of Education) initiated the "Brain Korea 21" program in 1999 in order to upgrade the quality of university research and graduate education. The focus of this program is on advanced science and technology areas such as IT, biotechnology, etc. The beneficiaries of this program have to reduce their undergraduate enrollments and concentrate their resources more on graduate programs and research activities.
