Chinese government perceives the Internet as a cheap and effective communication tool beneficial for businesses and educational institutions. However, it is still trying to control the access to the Internet because of its pornographic, religious, and political content and its "corrupting" influence on the Chinese youth. Chinese government fears of political attacks against its current government. The governmental barriers along with the poor telecommunication infrastructure in China seem to be the major reasons why China is behind in its usage of the Net, compared to the US and the European countries. 

Internet hosts: China has 3,500,00 computer hosts. Among them, 410,000 are connected through leased lines and are connected through dial-up connections. China also has 8,900,000 internet users. Among them, 1,090,000 are through leased line connections, are dial-up users and 1,150,000 use both.

Web sites: China has 15,153 websites (approximate). Total bankwidth of leased international connections is 351M. Countries directly interconnected to China include the United States, Canada, Australia, Britain, Germany, France, Japan, South Korea. Etc 13.

China is among the countries concerned about the content of the Net. Up till now, it has prohibited the publication of political secrets and pornographic contents. Chinese officials blocked access to 100 sites in the multi media section of the World Wide Web (WWW). The prohibition included American newspapers, Tebetan exiles, the Taiwanese government, Playboy and the Economist. This suggests that besides political and pornographic issues the Chinese government is also concerned about economic issues and ideas that would be detrimental to the Chinese citizens. 

According to the requirements of the State Council of China, the Ministry of Information Industry is the only whole authority in China to have the right of running and opening telecommunication and issuing agent license. Up to date, very limited companies in China have got such agent license, especially difficult for multi-provinces license.
