The Turkish Armenian Reconciliation Commission (“TARC”) was formed
in Geneva in July 2001 with the express purpose of working to improve relations
between Turkey and Armenia and between Turks and Armenians. The primary mechanism
for achieving these goals was and is to promote increased contact on both governmental
and non-governmental levels. Significant advances have been registered since 2001.
These advances have been more visible in the field of civil society, where the most
difficult barriers to direct contact are no longer present and the reconciliation
process is not only underway but has assumed courses independent of TARC and official
relations. Fundamental differences still exist, but the growing movement to engage
directly in an effort to resolve them is exactly what TARC was designed to achieve.
