Mill, On Liberty
Government intervention justified only to prevent direct harm to others that violates their rights
Freedom of speech:
    Unpopular ideas may be true or partly true
    Even if wholly false, have value in strengthening arguments for truth
Discussion:  If all ideas have value, then why not subsidize presentation of all ideas in media?
    Will truth inevitably prevail in the 'marketplace of ideas'?  Effects of inequalities in wealth
Second argument for freedom of speech:  value to the individual

Grounds for government limitation of liberty:
1. prevent harm to others
    Mill:  only to prevent direct harm to others that violates their rights
2. prevent harm to self
    Case for coercion to prevent harm to self stronger where:
        person coerced is irrational or acting on impulse
        high risk of great harm
        coercion used is minimal
3. prevent offense to others
        consider value of offensive acts to those who engage in them
        value to society
        degree and duration of discomfort caused
        ability to avoid
4. prevent moral wrongs (that do not harm others)
