This chapter examines the growth of trade regimes in the post World War Two era.  It examines the growth of the General Agreement on Tariffs and Trade (GATT) and the creation of the World Trade Organization and how key issues have changed over time.  Dr. Robert Rogowski of the U.S. International Trade Commission discusses the specific negotiating areas in the Uruguay Round Agreement that led to the creation of the WTO.
