National ICT Policies National ICT policies in Peru have apparently not been established yet. ICT falls under the umbrella of an old type of ministry: Transportation and Communications. However, the National Council of Science and Technology (CONCYTEC) seems to be the only government-sponsored organization that promotes research and technology in all sectors, including ICT. CONCYTEC seeks to promote science and technology towards the capacity of individuals and organizations that will improve the quality of life in the nation as a player of the global world [7]. CONCYTEC says that the government-sponsored research institutes are the main promoter of science and technology, but this is not enough. Colleges and universities have not promoted the development of technology and science due to lack of funding or an adequate set of skills. Companies have not contributed much either because of their lack of strength to innovate [8]. Finally, the National Council of Science and Technology says that even though there are 949 organizations related to research and development, the total result is meaningless because of duplicity of work by accident and even incorrect use of funding. This should make the government aware of a need for ICT policies [9].
OSIPTEL The Supervising Agency for Private Investment in Telecommunications (OSIPTEL) is a government-sponsored organization that promotes the development of public telecommunication services for the benefit of the Peruvian society within a free competition environment [10]. OSIPTEL's main objectives are: (i) to increase free competency in the telecommunication markets, (ii) to promote universal access to all the telecommunication services, (iii) to educate consumers and to protect their rights [11]. In line with these objectives, OSIPTEL's functions include the following: setting norms, regulating, supervising, punishing, and solving controversy [12].
