National ITC Policy

Nigeria’s physical infrastructure is suffering and the current administration is taking steps to restore and improve current conditions. Since1999 when President Olusegun Obasanjo took office, his administration has been committed to improving the condition of the country. Obasanjo recognizes that the investment in and the employment of technology will aide in the improvement of the quality of life for many Nigerians.  The Nigerian National Policy for Information Technology states that the government will encourage the local production of information and communication technology equipment and materials and will encourage the development of payment systems to facilitate the growth of electronic commerce. [1] Information technology and biotechnology are national priorities.

The development and execution of the national technology policy, including the promotion of technological research; technology transfer programs; technological innovation in strategic areas; coordination and monitoring of technology-based research; and the management of relationships with international technical and technological organizations falls under the guidance of the Federal Ministry of Science and Technology. In July of 2002, the Ministry held a summit to promote the technology policy and support the President’s efforts to revitalize Nigeria.

As part of the summit, the Ministry stated the challenges that they face and the steps they have taken to overcome the challenges. In addition to the infrastructure, a significant challenge that Nigeria faces is the lack of faith in the Ministry by people in the decision-making positions throughout Nigeria. The summit was a step to overcome this particular challenge. To further their cause, 11 committees have been set up to aid in the building of technological development.[2]

The Nigerian Government is committed to the development and use of technology in their country.
