Government Policies
There are currently no Major government R&D initiatives since the government has to focus on the reconstruction of the telecommunication infrastructure.
The Lebanese Council for development and Reconstruction approved in 1992 a plan that would restructure and bring up to date Lebanonís poor infrastructure, the plan currently is the governments top concern. The plan will be completed over a period of ten years and $750 million have been put aside to implement it.14
Currently the project is a little behind schedule but phase one is almost complete.
Phase#1
Rehabilitation and Installation of New Digital LinesA plan to provide 1 million new SS7 Digital Equipment lines is 90% complete. Objective is to have 350 digital equipment lines per population of 1000. At least 5% of the total equipped line will be ISDN primary rate 30B+D standard.15
Project will replace the inter-office analog trunks with a network of Synchronous Digital Hierarchy (SDH) fiber optic loops. Greater Beirut junction cables will have five SDH fiber optic loops.16
Phase#3
Rehabilitation and Upgrade of the International NetworkThis phase will include the Ugarith cable project and that will contain two new Intelset IDRs.
Ugarith project will connect Ras Beirut and Jdeideh international switches ( witch are equipped with AXE Ericsson switches) via two 622 SDH fiber optic marine cables to the SEA-ME-WE-2 node in Cyprus.The Two C-Band Intelset IDRs earth stations should be in service by mid 1999 with a capacity of 4x E1 each.17
