The course will provide an introduction to elections as an activity of governance - not how campaigns are won and lost, but how the elections are managed. We will discuss major legal and constitutional issues, systems of representation, the institutions responsible for conducting elections, and election operations. We will also cover topical issues, including special needs voting, campaign finance administration, and election technologies, draw on examples from U.S. and international elections and compare elections in old and transitional and post-conflict democracies. Throughout the course, we will consider how the topics we cover relate to a central question - what distinguishes elections that are legitimate expressions of popular sovereignty from elections that are not.
